Chloramines are a combination of chlorine and ammonia. Chloramines are capable of disinfecting better and longer than chlorine alone which is why more and more municipal water districts are using chloramines as their main disinfecting agent. However, chloramines are more difficult to remove from water and can be more damaging to your plumbing system.
